Russian military leaders have expressed concern about US plans
for a national missile defense system. Will defense technology be
limited by possibilities for a strategic imbalance? Is this just SDI
all over again?

Robert,
To be "not worth then others" is not merelly good enough for the
most powerful, safe and prosperous nation on Earth, capable in
instance to end this World.
The nation in a missionic drive feaver to "convert" the World in
its way by all means available, to play the God for the rest of
Humans, ought to be interested and at least know a little bit beiong
the local football score.

So, "What is terrorism?" and "Which nations give a save heaven to
terrorists?" -
President Jean-Bertrand Aristide marked the 10th anniversary
of the coup that forced him into exile by calling it an act of
"terrorism" and urging the United States to extradite a paramilitary
leader accused of involvement in the bloodshed that followed. - http://www.nj.com/newsflash/index.ssf?/cgi-free/getstory_ssf.cgi?a0634_BC_Haiti-CoupAnniversary&&news&newsflash-international

Almarst, we need a serious look on the question
you've raised several times ---
" WHAT IS TERRORISM ?
We need to made a consistent definition, and then work to very
much reduce all forms of terrorism.
Nukes, in my view (including, obviously, Russia's) need to be
considered.

Almarst , you and others need to come to understand, and
deal with, the unhappy fact that many Americans can read articles
like these, and be neither concerned nor ashamed.
... In Virginia, Young Conservatives Learn How
to Develop and Use Their Political Voices by BLAINE HARDEN http://www.nytimes.com/2001/06/11/politics/11CONS.html
linked to md4771
It is also interesting to search "Carlyle" in this thread. You'll
find MD905 rshowalter 3/10/01 12:08pm . . . which includes this:
"I wonder how many enlisted men (and there are
plenty of literate ones) could read Elder Bush in Big GOP Cast
Toiling for Top Equity Firm by LESLIE WAYNE http://www.nytimes.com/2001/03/05/politics/05CARL.html
without being ashamed?
Perhaps the answer is "too many." But by no means all.

Whatever is going to be definition, the bombing of Serbia is the
worst and the most disgusting example of terrorism since WWII. In my
view at least.

That is worth saying. And the misinformation and press failures
of that time are worth explaining as well.
Though the Serbs surely did NOT smell like roses.

"93 percent of the impression that any politician made on an
audience came from how he looked and how he sounded — not what he
said."
Well, the final test will inevitably come via another and
DECISIVE sensorial mechanism - the FEEL.
