Russian military leaders have expressed concern about US plans
for a national missile defense system. Will defense technology be
limited by possibilities for a strategic imbalance? Is this just SDI
all over again?

And they're afraid to question our other military policies, too.
So that the American people, who are nice people in very many other
ways, acquiesce in some gruesome behavior that was probably not
justified during the cold war, and is certianly not justified now.

outside the United States, for reasons I referred to in

Lot of good about the US, anyway, almarst . Don't have to
deny any ugliness at all to say that. Nor is there much
contradiction between the good and the bad parts. The bad parts
could be cleaned up with little or no loss to the good.

But for some basic changes, you need to be able to change the
thinking of
"the average reader of THE NEW YORK TIMES .

and then (and this is harder) the thinking of less elite groups,
including
"the average reader of The National
Inquirer"
