Russian military leaders have expressed concern about US plans
for a national missile defense system. Will defense technology be
limited by possibilities for a strategic imbalance? Is this just SDI
all over again?
We need to approach the problem with intelligence, in many senses
of the term. High tech weapons don't help much here. Dishonesty
hurts us.

The terrorist way isn't the way that people approve of ... wasn't
it a '1 in 5000' approach? (Angier article above). If this is so,
then, within that community there will be more people who disapprove
of, than approve of, terrorist tactics. The enemy within applies to
a terrorists own world.
Two questions -
do terrorists/former terrorists ever conform back to the
values of even their own society .. or are they always random
odd_balls due to blow?
can the community they live within be upgraded to the point
where the function of a terrorist is redundant?

The answer to both questions is "yes."
People do conform back. Communities can be upgraded (can upgrade
themselves, as part of larger communities.)
There are plenty of examples.

Justified trust is needed to maintain communities. We
could do better here, and the example below is recent, and
important, when we consider arguments for military action.

Numbers matter in military decision making, and the disparity
between 3,000 and 100,000 is glaring.
It is vital, if the world is to run decently for us to do a MUCH
better job of establishing facts than we have done. And a less
corrupt job.
