Russian military leaders have expressed concern about US plans
for a national missile defense system. Will defense technology be
limited by possibilities for a strategic imbalance? Is this just SDI
all over again?

Almarst , I know you're just a stand-in.
But if a responsible Russian officer thought through what a
productive exchange, with plenty of word count with a US
congressional staff might be like -- that hard thinking might result
in new insights.
And worthwhile contacts, that might be useful in finding out what
"win-win" relations would have to take.
When such an officer said
" Unless that changes, what kind of trust can
there be?
and said so with "that" made clear -- useful things might happen.
Misinterpretations, when they occurred, would be interesting,
too. (Recall the doctrines involves with "reconnaisance in force." )
This is clear. For any "win-win" relations of consequence, there
have to be open lines of communication.

T can't recall a case when someone was justified for a murder
commited out of the fear. Particularelly when the killer is many
times more powerful.

If the case you've made here, well summarized, could be clearly
made to Congressional people -- things might change. The things that
you believe to be true that offend you about America Americans
don't know about either, and would disapprove of if they knew about
them.
If you made inquiries, acknowledging that you could be wrong, but
making clear that right action, in mutual interest, depends on
true and shared facts , you might find a surprising degree of
sympathy.

We're talking hypothetically, here . Of Russian officers.
But if Russian officers entered into such contacts, some of the
Russian ideas might modify, as well.
Such contacts in clear , ought to be legal (and hard to
stop) in the United States.

On persuasion to Congressional people -- here's a key question:
" What would have to be presented to a US jury to
make the point?"
There are open literature answers to such questions.

this is the most retarded thing ever. why in the world do we need
a NMD? oh, wait, we don't. not only is it a waste of 200 or so
billion dollars, but it doesnt even freaking work, in addition to
