    Missile Defense

Russian military leaders have expressed concern about US plans for a national missile defense system. Will defense technology be limited by possibilities for a strategic imbalance? Is this just SDI all over again?

Or, with such stakes, asking for support for control systems that could not possibly work ... when decent conduct and careful negotiation could work.

    Putin has promised to get tough on Safety standards - a commitment to standards equal to west has been made - the problem is $money$ to implement them.

All through Europe, I bet he has more good will than he thinks -- and if he works at all carefully, he'll get his money.

Doesn't have to deal with the US to do so.

but only in exchange for OIL wells!

I wish that were more of a joke, and funnier.

A big thing about oil wells is, how easy it is to shuffle money where they're involved.

That's true of oil fields , too.

Want to "endow" a political group? Using geopolitics, it could be simple -- but some oil property.

If you want a sense of how easy it can be to shuffle money in the oil business, go to Google and search Carlyle .... when I did it, it was 37 search pages. That was a while ago. But there's little limit to how much money you could "launder" that way, and through banks as well.
