    Missile Defense

Russian military leaders have expressed concern about US plans for a national missile defense system. Will defense technology be limited by possibilities for a strategic imbalance? Is this just SDI all over again?

Some problems are solved to the satisfaction of the individual, others for the group/organisation, whereas the 'big' problems may have a transNational aspect, with diverse populations ?

There is another importand issue with MD I believe we did not touch.

All the previous Strategic Arms treaties where based on a simple quantitative analysis: you have X number of missiles and I have Y. We both have about 30 minuts to lunch a responce to a massive nuclear strike which can't remain undetected. Any one of us can luch a limited first strike using primerely a few submarines, if those suceeded to stay undetected - not enough to eliminate a devastating responce.

With BMD the calculation became qualitative: No one will know the degree of effectiveness of MD shield in a different environments, circumstances and missile protection-decoy technics - all of wich will became out of control.

Secondly, once the basic sensorial infrastructure is in place, there will be very easy almost instanteniously to increase the number of interceptors. this will turn the Limited defence into somthing much more then that. Additionally, if lasers will be used, this will create the unlimited defence right from the beginning.

The above points will force all the countries which rely on a MAD to develop a counterbalancing strategy, whatever it will take. Meaning all the previous treaties will be disregarded. Including the placing the nuclear devices on a satelites (sorry that Gesterme did not understand me the first time. I will assume due to my poor English).
