Russian military leaders have expressed concern about US plans
for a national missile defense system. Will defense technology be
limited by possibilities for a strategic imbalance? Is this just SDI
all over again?

Lots of times, people get stumped because things they think they
know, and take for granted, mislead them. And cause them to mislead
others.
That's a reason why getting right answers (which means checked
answers) is important.
I'm going to take my time, and try to get some basics straight.
I'll eat breakfast, too. A lot of the problems that stump people
involve "paradigm conflict" -- something you can search on this
thread. (Kuhn, paradigm, morally forcing.)

and maybe particularly in a "slide show" on a math problem that
has occupied me for my adult life -- because I was told that the
question it deals with might well be -- probably was, the most
important military problem (and military risk) facing the United
States -- the difference between having an Air Force, and not having
