Russian military leaders have expressed concern about US plans
for a national missile defense system. Will defense technology be
limited by possibilities for a strategic imbalance? Is this just SDI
all over again?

Re MJ12 -- haven't checked any of it -- don't know of any of it
is specifically true.
But the patterns are feasible -- and the presence of an
absurd justification no barrier -- and with such techniques, and no
effective auditing, a great deal of money can be moved, and
laundered, and a great deal can be subverted, since the Eisenhower
administration.
The mechanics required to fund a "huge right wing conspiracy" --
capable of propaganda, endowment of institutions, and transfer of
large money (by means such as the buying of baseball teams) is
easily and deeply in place -- with essentially nothing in the
society built to check it.

A huge budget, with almost no honest justifications for
any large part of it -- since the threats are grossly misstated, and
the uses, usually, are too.

The stock market has a lot of unjustifiable valuations -- has for
years. Same is true of oil land -- and all sorts of oil transactions
-- if you search Carlyle in google - you get 37 pages (in the
first level) and there are other firms similarly complex.
Move the money a while -- and with current procedures it
is untraceable.
Most, or much, is traceable with better procedures.

There are whole established patterns for legitimizing fraud ---
all through the military-industrial complex.
One way that works in general is to get a bunch of retired
experts to look for fraud and abuse --- asking them to destroy all
their social connections. Naturally -- everything is justified. The
Osprey hearings were a case of that sort -- somewhat treated on this
thread.
The Marines made mistakes, too, but they deserved better than
they got from the contractors, and so did the country.
A mistake, maybe unavoidable at first, was covered up for a long
time, in a lot of ways, rather than reasonably adressed.
One example of a pattern that is much, much too common -- and a
pattern that makes the mechanics of fraud especially easy. Just
claim a little more organizational incompetence than you have, get
institutional forgiveness, and pocket some misaudited money.
