Russian military leaders have expressed concern about US plans
for a national missile defense system. Will defense technology be
limited by possibilities for a strategic imbalance? Is this just SDI
all over again?

I could actually hear
these paintings. I could hear the milk pouring from the jug. You
can actually feel the milk being thrown from the jug. Not a lot of
artists could embody this, but Vermeer does it. Wonder how
Vermeer's 'Peace' might have sounded had he painted it.

Putin threat The Times and the Telegraph both lead with the story
that the Russian president, Vladimir Putin, has threatened to tear
up decades of arms control treaties if the US president, George
Bush, does not halt his missile shield programme. Mr Putin said he
would reinforce Russia's "capability" with multiple warheads if a
deal could not be worked out with Washington. A Times editorial
describes Mr Putin's strategy of wooing the American press after his
meeting with Mr Bush as "nimble" and adds: "it harks back to the old
Soviet dream of the two superpowers doing deals above the heads of
the rest of Europe". The paper says it is something Mr Bush might
entertain after his cool reception in Gothenburg last week. (Gu

WASHINGTON — Sen. Jesse Helms, senior Republican on the Senate
Foreign Relations Committee, criticized President Bush Wednesday for
"an excessively personal endorsement" of Russian President Vladimir
Putin.
At a hearing on Bush's trip last week to Europe, Helms said he
was "raising my eyebrows" over Bush's assertion that Putin was
"trustworthy," "a remarkable leader" and a man with whom "we share
common values."

Why is this forum on the ABM issue listed under the "Science"
heading? I don't see how science - as that word is usually used - is
involved here. I can see why the editors might put it under
"Technology" (which was in fact one of the places I looked for it)
but that would be a mistake too. It really belongs under
"International Relations".
I suppose this is a question for the editors but I think it's
important because some readers with something to say about this
subject may have been unable to find this forum due to this
"misfiling" error. I first found it via the link in Patrick Tyler's
article on the Putin interview in the 6-19 NYT, but I had a devil of
a time finding it again this evening.
Who is the host of this forum and how can I get hold of him?

I think you never knew "what started that whole thing."
It was the racial politics. Been there and done that.
That was why virtually all of Europe and Western Civilization
rose up as one to stamp it out.

It's probably a vain hope that someone that claims that it won't
work might possibly have a scientific reason.
Absurd, I know.
