Russian military leaders have expressed concern about US plans
for a national missile defense system. Will defense technology be
limited by possibilities for a strategic imbalance? Is this just SDI

Alex: an interesting post.
Raises the question .. would the United Nations 'ever' sanction
military action against a 'troublesome' country ... has it done so
recently (i don't know) .. and ultimately doesn't someone+dollars
have to go in and sort matters out.
Nationalism is a problem in the world. In Macedonia i hear that
the current 'problems' relate to a cultural group who see themselves
as being locked out of the rights enjoyed by other members of the
Macedonian community.
I've seen the size of the population of Macedonia listed
variously as both 400,000+ and 650,000 ... suggesting either wobbly
figures or a 1/3rd migration.
In respect of bombing civillian infrastructure .. won't Europe
and the USA have to find the funds to assist Serbia back to
normality. Does the 'repair' cost of bombing ever figure when
decisions to bomb are made. For those killed and maimed the
consequences are with their families for ever.

Pakistan PM makes himself Mister President. Now
feels he is on equal footing with those he'll be holding talks
with from India. Indian spokesman when asked on Kashmir said
that there are more muslims in India than Indonesia, and that
Kashmir is Indian, and that India doesn't have religious
denomination divisions. The Indian side see a need to reduce
Missiles.

The outside military intervention can not ever provide a solution
to internal problem of any country, other then help to divide it or
take a side of one party against another. The "solution" is usualy
tailored to the "vision" of interventing force. Feel free to
substitute the "vision" with interests.
There are too many 'troublesome' countries today, mostly as
result of design of a British empire. Some as result of recent
US-CIA actions such as Afganistan and Yugoslavia. With attempts to
repeat the same in Chechnia. The rule of the game is simple:
- Incite and organise the local nationalism
- Arm and train the "freedom fighters" de Jour.
- Raise the rethoric about oppression and demand "actions"
- Intervine to take over and divide the country

Former Portuguese colonies seem to have had the hardest time
finding leaders to work towards making the transition to becoming
functionally independent.
