Russian military leaders have expressed concern about US plans
for a national missile defense system. Will defense technology be
limited by possibilities for a strategic imbalance? Is this just SDI
all over again?

almarst's points are important ones. They shouldn't be
deflected -- they need to be adressed.
It seems to me that doing so will take some staffing. Not too
much. Not much compared to the stakes, and the benefits to be
gained. But human effort.
For that to happen, at the level of quality really justified,
there would have to be moderate but real committments, at the level
of people (who would have to be supported) and at the level of
status committments.

Dawn, what is the name of China's flagship newspaper? -- I don't
remember just now, and I'd like to search the thread for it -- there
was an article where the principles that would be needed to solve a
lot of things (for CHINA, too) were clearly stated.
