Russian military leaders have expressed concern about US plans
for a national missile defense system. Will defense technology be
limited by possibilities for a strategic imbalance? Is this just SDI

On communication between two very different cultures: If
Russian staffers could effectively discuss Russian difficulties with
these books, well enough to enlighten these book's authors, it would
be a significant test. I think a hard test for Russian staffers to
pass now. But a test they could learn to pass.

All these are, by Russian standards, very strange books.
They are very un-Russian books.
I think, all very good books.
If Putin had staffers who were clear about how un-Russian
these books are, and how they are un-Russian, and if these staffers
could discuss these differences with the authors in a mutually
satisfactory way (and there are plenty of other very un-Russian
books that could be discussed as well), Russian negotiating skills
would be better, and interfaces in business and other dealings would
be better.
Business skills would be better.

It would be a lot of work to do this, but in the course of doing
the work, the nature and extent of the misunderstandings between our
nations would become clearer, and useful learnings, on both sides,
would occur.
This wouldn't cost much, nor would it involve much risk to either
nation state.

The aquisition of business skills by the Asian students follows:
learn English, learn English in an English-speaking country, make
the grade, then study a 'subject' in English to degree level, then
do an MBA in the USA, and, meet lots of great contacts for
'networking' when in business.

And, if they convert to catolicism... that would be even better;)
In any event, what I am pretty sure, the Russia has plenty of
"business geniuses" akin Bill Gates. May be even too many;)
However, they may never become a "national heroes" or even
invited to the party of dicent by Russian standard people.

Then go back home, build the "tiger" economy in pretty extream
expluatational environment using as much lended money as one can
find... and face the "Asian crisis" and assets sell-off at the end
of a cycle.
Then start all over agan;)
