Russian military leaders have expressed concern about US plans
for a national missile defense system. Will defense technology be
limited by possibilities for a strategic imbalance? Is this just SDI
all over again?

I'm having a little trouble here. Just read through several hours
worht of posts. Some of us obviously need to live the rest of our
lives, but none of us have responded to the fact that India seems to
approve of the administration's intentions for a missile defense.
India.
Apparently, small minds travel in the same circles.
India wants very little from the U.S., but on a wider scope,
India may want similiar leeway in it's international actions,
insofar as it is willing to give the U.S. administration approval to
do what it believes to be in the nation's interest.
What India believes to be in India's interest may actually
involve nuclear strikes against geographical neighbors. And India
can do it.
And India may expect that the United States of America will stand
back, while it does what is necessary for it's national interests.
That is the least of our worries in foreign policy.

Are you implying the US actions in its foreign affairs are
governed by this statement?
If this is an intention, the perseption and I am afraid facts lie
much closer to this: "I know not what course YOU may wish to take
but as for me: accept what I call the liberty or get the death."
Think about crusaiders... and compare. For some reason, the holly
rethoric always covers not so holly desires. And the hollier - the
worst.
On lessons. The only lesson of Vietnam I hear of is that military
should always get a "free hand" and not be constrained by political
or moral considerations in order rtoi achieve the all-importand
victory at any cost - to the adversary.

Uniforms: The Tests: The uniforms were worn by some high ranking
officers who ORDERED the drivers who took them to the site
(presumably without special clothing) to get out and romp around the
bomb site with them.
The TESTs where on the uniforms.
The UNIFORMS - not the people - were the guinea pigs .....

An interesting point.
It all reminds me a picture of a wealthy man surrounded by poor
scavengers, fighting each other to get his attention and, may be,
some money. As soon as one pushed out after showing an undue sign of
self-respect, the other jupms ahead to kiss the wealthie's man
shoes.
A really sick theather.
