Russian military leaders have expressed concern about US plans
for a national missile defense system. Will defense technology be
limited by possibilities for a strategic imbalance? Is this just SDI
all over again?

New and more powerful weapons -- in the ways where military
utility means something -- are very close at hand -- with the new
vulnerabilities of the internet world. Nuclear weapons have become
obsolete -- liabilities, not assets.
And there is nothing that "history shows" that anyone has pointed
out to me, that indicates that nukes can't be taken down --
carefully, and in ways that increase the security, and reduce the
costs, of all concerned.
On September 25 - I made a specific proposal -- what's
impossible?

Getting back to my point, the focus of your concerns is the
result of the international system and not the result of one

Getting nukes down WOULD take a lot of staff work.
There are ways, now quite feasible, for dealing with that -- and
the corpus of this thread, I believe, suggests something about how
it might be done at the level of structure, and also includes
specific discussions - that have been discussed in some detail with
a person who has been "standing in the stead of" President Putin in
the logic of this thread.
On a provisional level, this "stand in" seemed willing to
consider giving it a try.
