Russian military leaders have expressed concern about US plans
for a national missile defense system. Will defense technology be
limited by possibilities for a strategic imbalance? Is this just SDI
all over again?

Facts matter to people ---
S.Korea Likely to Postpone Joint Maritime Drill With Japan
" South Korea is expected to indefinitely
postpone a planned South Korea-Japan joint maritime
search-and-rescue exercise until Japan corrects the distorting
history textbooks.
" The South Korean Defense Ministry Wednesday
said it is considering an indefinite delay of the planned joint
maritime drill as early this month the Japanese government
approved eight middle school textbooks distorting and beautifying
Japanese atrocities in wartime last century.
" The ministry said it is also mulling over
putting off the exchanges of ranking military officers between the
two nations, including the visit of high ranking officers of South
Korean Joint Chiefs of Staff scheduled in the first half of this
year.
" This will be the first time the South Korean
government has disclosed measures against the Japanese government'
approval of the textbooks after recalling its ambassador to Japan
last week.
" The disclosure is seen as a strong, clear
message of objection to Tokyo.
" At a defense ministers' meeting in Tokyo last
May, the two nations agreed to hold a joint maritime
search-and-rescue drill in June.
" The South Korean government is to hold a
second special meeting Thursday to work out further
countermeasures in connection to the distorting history
textbooks. http://english.peopledaily.com.cn/200104/18/eng20010418_68008.html

"that almarst has a good sense of how thought processes go in
high Russian government circles."
I wish I had.
I am just trying to put myself into someone else's shoes and
applying common sense while connecting the dots I come across,
looking back, forth and to the sides as far as I can.

4/18/01 9:11pm if you're right about your "dot connecting" -
then there might be substantial hope for improved understanding, and
peace, and for a much safer world. I hope you are right.

In a sense that if I can do it, anyone can.

People can do anything .. and leadership matters. In East Timor
we've seen dreadful inhumanity, sanctioned by slack leadership from
Indonesia, with crimes against humanity that have not yet been
resloved. It seems that in times of power-imbalance or chaos then
the sewage of humanity swims to the top of the tank to perform
atrocities .. believing themselves to be okayed by the
non-leader-leadership .. and often they are,
In Russia, it is necessary to have leadership, and for it to
redirect an emphasis onto the communities and individuals offering
empowering guidance. This is where a GOOD media might be helpful.
Putin needs to know 'how' to put wheels under the people to make
them move in the right direction for a livable Nation State.
