    Missile Defense

Russian military leaders have expressed concern about US plans for a national missile defense system. Will defense technology be limited by possibilities for a strategic imbalance? Is this just SDI all over again?

(Merv Jenkins followed convention and passed on info to the USA ... he was accused by others in his office of being a spy .. he killed himself .. his widow spoke out.)

Merv Jenkins was the Defence Intelligence Organisation's senior man in Washington. A key part of his role was to liaise and swap information with American intelligence agencies such as the CIA.

He came under investigation for allegedly passing AUSTEO (Australian Eyes Only) material to allies. At that time, early to mid 1999, the US was keen for intelligence on the Indonesia-controlled militias running rampant in East Timor before the independence vote.

Noted on Guardian thread http://talk.guardian.co.uk/WebX?14@@.ee7726f/0 that Paradigm Shifts involve time for adjustment to NEW ideas. Yet the adjustment is more than time, it's an adaptation to a the paradigm placed within a new environment.

Looking at 'freedom of the press' and Russia .. has the environment got to adjust to 'freedom' prior to an introduction of press freedom.

It seems that Putin has has a lot of adverse press, without many opportunities for He and the Russian Press to work together for the good of the Nation.

Showalter do you think there has to be a 'lead_in' period ?

The problems the Russia is facing today is the same quinessential question, 90% of the World population is facing: Is the Western-stile socio-economic system feasible or even desirable for the most of the poor nations?

The additional problem the Russia faces is that it destroyed relatively well-functioned different socio-economical system which was able to provide the basic needs for the most of the population in a relatively poor country, including education, health care, jobs and, if minimal, housing and food supply.

It worth noticing that the pure US model was not successfully adapted anywere in the world, as far as I know. The post WWII West European and Japanese "economic miracle" was impressive. But the reasons for success are not completely clear to me. Nor do I know any other case it was repeated anywere else in a World.

The main question in my mind is the follows:

Can the US economic model of 80/20 (80% GNP to 20% population) distribution work in a country having 1/100 of American's GNP per person?
