New York Times on the Web Forums Science Russian military leaders have expressed concern about US plans for a national missile defense system. Will defense technology be limited by possibilities for a strategic imbalance? Is this just SDI all over again?

VERY HEALTHY ! I'd be hardput indeed to think of
anything more helpful to Russia, and the world as a whole, than circumstances where Russian media not only "rise" to "western" standards, but
advance them -- serving truth
better than the American media does. In terms of straight rubles and sense -- nothing could be more helpful to the prosperity and honor of Russia - a country which needs good feedback systems, and checking systems, for the complex cooperations on which freedom, peace, and prosperity depend. (As do all other countries.)
***** I believe that a proud, efficient, well disciplined free press would be practical indeed, in the most tangible of ways, starting immediately. For example, in terms of debt negotiations, where notions of openness, verification, and fairness are paramount.

That could be done by taking advantage of new internet capabilities to extend extend limits that now limit the advantages free people can take from a free press. The limits on human memory and human tolerance of complexity can be extended, making the news media more effective and better disciplined servants of truth. In entertaining ways.
The meat of the suggestion is set out in
