Missile Defense

Russian military leaders have expressed concern about US plans for a national missile defense system. Will defense technology be limited by possibilities for a strategic imbalance? Is this just SDI all over again?

Operationally, the changes I'm suggesting would be inexpensive, and would change your system in a logically incremental way that Russia could assimmilate.

Don't think for a second that I'm claiming moral purity for my own country. We'd do better if we were more honest -- and the same change I'm suggesting for Russia I'm also suggesting as an operational improvement for the NYT and other papers. And it would be good for "major" TV stations, as well.
