Russian military leaders have expressed concern about US plans
for a national missile defense system. Will defense technology be
limited by possibilities for a strategic imbalance? Is this just SDI
all over again?

Looking through recent posts (above) i noted the link to
'learning to stand' included this:
CP Snow spoke of "... the prime importance, in any crisis of
action, of being positive what you want to do, and being able to
explain it. It is not so relevant whether you are right or wrong.
That is a second -order effect. But it is cardinal that you should
be positive."
I also noted the query re the Invidual/behaviour within
organisations. There is a lot of literature on this, it sits in HRM
(human resource management).
Linking the 'positive' with 'individual behaviour' spells
LEADERSHIP.
That there be leaders within organisations is important, and that
they have direction is also vital. That the Organisation and the
direction be in sync is vital.
The Organisation has to respond to the External (and internal)
environment, look at trends and directions and future opportunities,
and at the same time 'know' what is happening amongst it's
competitors.
That head frequently roll in board rooms and the average lifespan
of a CEO is Three and a half years reflects the syncronisation of an
individual with the 'direction' of an organisation. The organisation
as an animal is camelion and constantly reflecting and fitting to
new environments. Those within the organisation have to continually
re-adjust to the new environment.
Redundancy is redundancy of minds ... that no longer fit the new
environment.
On the world environment there is a need for those in leadership
roles to be aware of the 'real environment' ... an environment under
threat from the misfires of missiles. That non can see the
environment suggests the redundant (old Knowledge) in their heads
needs upgrading, or leadership refreshment - a new person - a new
page.
So the communications problem, or models, suited to MD have to
reach into the minds of people and refresh those minds. A hard task
when people avert their mental gaze.

Greed makes people take note.
Interesting that the Minister of Defence in India was caught
'taking a bribe' and it is up on www live action replay ...
And yet the Western Press HAVE NOT covered this story .... WHY
NOT?
If greed make people 'look' then a question re MD is how to get
ordinary folk to 'look' via greed. Or is it that they only see the
$$$$'s and don't look at the morality of the issues.
The latest Island Continent Election saw voters of both left and
right voting for the GREEN party ..(here preference votes flow
through). The Green party must be 1/4 century old by now, and just
gets a senator or two elected to Parliament. That votes are
increasing towards green reflects people realising that the
environment is the 'mother' or 'father' and that we the people are
'the children' who have a responsibility towards the 'mother-father'
and should respect it.
Primitive peoples know instinctively to respect the earth -- the
hand that feeds.
So how is it that 'modern' people ... don't see the link back to
the wider environment. Is this because they live life via the
supermarket using paper money as a medium of exchange ? The
communication question is 'How to make people realise that the
Environment is that in/on which we live and rely' !

in Science and Government a book very much worth study
today. We need to check things, and take care, so that we are
right- and have a right to be positive.
What I want most to see done is set out in #266-269 rshowalt
9/25/00 7:32am This, or something along similar lines, doesn't
seem so hard to explain. But it WOULD require getting past some
conceptual barriers. And it WOULD require all concerned to think
about their military expenditures, and make them conform to sane
needs.
To get the facts straight, the pattern in 956 rshowalter
3/12/01 2:17pm ought to work. Human questions, such as those set
out in #960 rshowalter
3/12/01 2:47pm could be answered, in ways that would let us
learn enough about each other, as real people, so we could figure
out HOW to live in peace.
The increase on comfort and wealth for the whole world (perhaps
most for Russia, but also for the United States) could be enormous.
And life could go on.
