Science
Technology has always found its greatest consumer in a
nation's war and defense efforts. Since the last attempts at a
"Star Wars" defense system, has technology changed
considerably enough to make the latest Missile Defense
initiatives more successful? Can such an application of
science be successful? Is a militarized space inevitable,
necessary or impossible?

Chetnyans have had grievances with Russia for over 1000
years. On the previous MD board some of that history was
noted. Included reference to a poet of Chetnyan origin who
wrote in both his own and an adopted Russian voice.
Russian military in Chetnya in recent times seem not to
have had a line of command - rather their approach has been
somewhat crusader style.
There has to be a peaceful, fruitful and progressive end to
this dispute or it will continue on for another thousand
years.
One thing to do is to list grievances.
To develop a visionary strategic plan that offers a mutual
way forward.
The current incident certainly brings home the need for a
sociably acceptable negotiated settlement to the matter.
The 'mind' is the important factor in dispute solution -
the gun less so!
Additional to the Moscow theatre incident (bbc news) one
notes US boarding an RU plane in NY.
And the death of a former CIA head - Richard Helms - he
didn't keep NIXON in check ....
Again bringing home the point that the CIA should be under
the Parliament - not at the beck and call and whim of the
Administration.
