Technology has always found its greatest consumer in a
nation's war and defense efforts. Since the last attempts at a
"Star Wars" defense system, has technology changed
considerably enough to make the latest Missile Defense
initiatives more successful? Can such an application of
science be successful? Is a militarized space inevitable,
necessary or impossible?

Yes, the effort is there. Does the Iraqui people need a
regime change? Might the plight of the children be lifted if
Saddam wasn't there.
Our Church has a private residence where we have housed
refugees from Azerbajan and the Sudan, ( a current hotbed of
Slavery!). Maybe we need to address the people who cause the
refugees. You've mentione Mugabe and that certainly is a
problem.

MeThinks the Iraqui regime change - long overdue - has to
happen.
It will come from within eventually - if it doesn't happen
via an external decision.
Pity the UN doesn't run a Summer School for all potential
international leaders - to adjust their mentalities towards
assisting 'the people' rather than their ilk!

international leaders" ever since the league of nations we've
been trying but we are still dealing with the human element.
Who at the UN could fill this role. Koffi Annon? I don't think
so. Heck, no one listens to the Pope! You'd think that his
opinion/value system might be worth something.

The 'Pope's' value system seems to follow rather than lead
that of humanity ... he just litters the world with cast-off
popemobiles!
There has to be a general common grounding of leadership
that potential leaders need to run for election, seek
appointment, or if appointed coup d'etat.
There has to be a difference between the
push-power-politics of getting into a top job and BEING there
.... moving from walking over people to walking amongst them
with leadership and a sense of direction for the communal
good.

"Being There" starring Peter Sellers as Chauncy Gardner the
idiot savant turned President! A funny movie and maybe and
example of what you are alluding to.
The Roman Empire had a period in its history where the
leader would arise from common background. They would lead the
legions and when the need no longer existed they returned to
their humble roots. That's why I measure Harry Truman as one
of the best Presidents of the 20th Century. When he completed
his tenure he returned to his home in Missouri. He didn't seek
to establish a legacy or cover-up his failings. He didn't try
to cash in on his celebrity like certain ex-presidents by the
name of Clinton, do.Truman's accomplishments are legion. Just
as the old Roman generals who returned to their roots.
Maybe Chauncy Gardner is the example!
