    Missile Defense

Technology has always found its greatest consumer in a nation's war and defense efforts. Since the last attempts at a "Star Wars" defense system, has technology changed considerably enough to make the latest Missile Defense initiatives more successful? Can such an application of science be successful? Is a militarized space inevitable, necessary or impossible?

Water canons were aimed at imprisoned-detainees including children

Previous to which medical staff were told to attend to needs of 'staff' but not imprisoned-detainees

The water canon would strip back flesh

.... the 'camp' was run by American Management contractors - the same that runs prisons in America

(Evidence given today to the Royal Commission (Australia) looking into detention centers housing illegals entering Australia - boat people)

Talking American Management, American decision making ... this happened using American contractors in Australia (now ousted) .. the point for a USA reader would be to ask themselves just where did this 'mind set' come from --- considering these guys run the USA prison system.

Who oversees the prison system in the USA.
What standards are in place?
When was the system last looked at?
What are the targets for quality improvement?

It's said that 90% of the inmates in the USA prison system have literacy shortcomings. Here's a problem looming -- migration in the US is higher than it has ever been, and yet, there's a shortfall in English provision ... leading through to people not having the language they require for school achievement and job training and higher education .... with the risk that people who can't meet these via conventional means might be tempted towards the unconventional

    He says medical staff were given a briefing prior to a riot in late 2000.
"We were told that the use of the water cannon had been authorised and they explained the type of injuries that the water cannon can inflict - where it will hit the skin and shear the skin off in great flaps - we were told that we were not to treat any detainees that were hurt, only guards," he said.
