Science
Technology has always found its greatest consumer in a
nation's war and defense efforts. Since the last attempts at a
"Star Wars" defense system, has technology changed
considerably enough to make the latest Missile Defense
initiatives more successful? Can such an application of
science be successful? Is a militarized space inevitable,
necessary or impossible?

The 17th president of the US ... Andrew Johnson ... argued
for the Union of the States against stiff commercial
'tyrannos' who wanted to carve up the South. History has
proven Johnson to have been correct and the connecting dot is
the current situation where a powerful US has the option of
carving up sovereign states across the Globe. FDR was another
man of Union. Where are the Andrew Johnsons and FDRs for today
... to stand up for a system of United World States where all
nations have a representation. As Lincoln said ....united we
stand, divided we fall. I think that is a dot worth connecting
in these uncertain and commercially driven times.
The next dot is KAEP ... a Kyoto Alternative Energy Treaty
... to bind Nation states in friendly cooperation by the thing
all people want most of all ..... Low ENTROPY, more ENERGY,
greater orderliness and creativity ... EMERGY!
Robert, you need to check KAEP to closure if you are
serious about fulfilling your promise to Eisenhower and in
turn his promise to FDR.
Trust me KAEP will work, because unlike the current UN it
does not wrestle with sideshows but rather with the pulse of
life on the planet. It will therefore never be trumped or lost
in confusion as UN matters are in today's world of sub dots
and pseudo dots.

that an old, commercially driven railroad lawyer like Lincoln

As for floating PV arrays, I am in awe at the unforgiving
power of the Oceans as portrayed in the film "The Perfect
Storm".
Weather happens where and when it happens.
At the center of illumination - you're in "the doldrums".
Earth imaging has taken pictures of the weather for 40
years. That's something that can be checked, a lot of ways.
The floating PV arrays would be fine. But to transport the
hydrogen - ships would have to deal with rougher seas -
unless they submerged, and cruised below the waves.

Just a small advance. Though necessary, and
worth doing.
The big advance (which would solve our energy
problems, and a lot else) would be to recognize that there
are some optimal solutions to problems. We should face
that - and face a correllated problem. That is that, to take
care of problems so it works - you have to take care of human
needs, as well. The technical is fairly easy - and can be
defined first. The implementation has to be technically right
- but fit human needs - on a stable basis, as well.
