Russian military leaders have expressed concern about US plans
for a national missile defense system. Will defense technology be
limited by possibilities for a strategic imbalance? Is this just SDI
all over again?

People see things differently in a deep sense.

3/16/01 12:58pm quotes an important (and entertaining) passage
from THE STRUCTURE OF SCIENTIFIC REVOLUTIONS 2nd Ed. by
Thomas S. Kuhn.
The passage comes at the end of Chapter 6 “Anomaly and the
Emergence of Scientific Discoveries”
It bears reading when we think about how careful we have
to be in decision making concerning nuclear weapons and military
balances, considering both the history of what has happened, and the
stakes for us all.

Some paradigm shifting seems to be occurring in the circles where
gisterme works and interacts.
That is useful. But what has been said, and done, should not be
forgotten. Because if it is remembered, the possibilities of real
peace are now very great.
Only lies and frauds stand in the way of major advances now.
